i know medical students that have been degraded, yelled at, and made to feel very incompetent in front of others by residents/professors/etc.

I think it is nothing to do with potential med students, current med students, residents, and practicing doctors.
It is a scheme for health insurance for poor and downtrodden who could not pay heavy premiums for safe guarding their health.
